linaro-hwpack-create failed due to missed etc/apt/sources.list.d

Bug Description

It seems apt 1.6 on oneiric (Ubuntu 11.10) required sources.list.d before update cache. Need to create etc/apt/source.list.d first.

SystemError: E:List of files can't be created as '/tmp/hwpack-apt-cache-4DCWf3/etc/apt/sources.list.d/' is not a directory, E:The package lists or status file could not be parsed or opened.
