Although this is not exactly oopsing, it's blocking access to this page, so I think it counts as critical. I can reproduce it.

You can't read that URL, or at least I can't in Chrome, because it
continuously redirects to itself.

That said, I'm not sure how someone is getting to that URL, so we
could mark this incomplete pending knowing the referring page. I can
see the contents of that file ok in
<http://bazaar.launchpad.net/~novacut/novacut/trunk/view/head:/novacut/schema.py>

To reproduce, start from http://bazaar.launchpad.net/~launchpad-pqm/launchpad/stable/view/head:/lib/canonical/launchpad/webapp/dbpolicy.py . Click on 'webapp' in the file's path (between the changes/files toolbar and the 'i' icon links). The URL is now looking polluted. Click on 'dbpolicy.py' in the tree again and wait for your error page.
