Bug Description
nova trunk migrations/resize no longer work. Some bug branches related to migrations/resize were merged recently and likely introduced the problem.
Nova now appears to treat the migration as a new instance on the destination node which goes through the normal agent communication, setting admin password and networking as well injecting files.
This should not happen, it just copy the image and start it up.
