Bug Description
This leads incorrectly configured clients to stay connected for hours or days, which interferes with deploys because the process stays running when told to die quietly.

There is no particular need to /prevent/ mastercontrol connections, but we probably want to have a timeout on them and not consider them active when it comes to doing deploys.
