Bug Description

The perm ACQ_INVOICE_REOPEN is used by the /eg/acq/invoice/view screen but was never properly added to the database

I nominated for 2.1 and master. I have no idea if this is also needed for 2.0. I'd suggest either Michael Peters or James Fournie suggest if it should be 2.0.

The ACQ_INVOICE_REOPEN is required in 2.0.4 so I'd say it needs to be in rel_2_0 as well. Reference to it is in "Open-ILS/web/js/ui/default/acq/invoice/view.js".
