As the logs show, I was just trying to run bzr merge-upstream.

Ok, I think bzr was having trouble with parsing the watch file.

$ cat debian/watch
Version=3
http://miniupnp.free.fr/files/download.php\?file=libnatpmp-(\d.*).tar.gz

$ bzr merge-upstream

Using uscan to look for the upstream tarball.
