Bug Description

As in summary. Currently you have to download deb from Cannon pages, unpack it, find the correct driver, unpack it again and point printer config to the ppd. Totaly user unfriendly.

Unfortunately the license (those small printed letters you need to agree) of the Canon drivers do not allow us to include these drivers into Ubuntu.

But fortunately these kind of business machines usually support multiple printer languages, with some input from you we could consider adding this printer to the foomatic-db with what you (after some testing) think is the best open/free licensed driver. By doing this your printer will be automatically detected in future Ubuntu versions.
I looked up the specifications of the ir3035 on the canon website and this model should support PCL 6/5e using the UFR II/PCL Printer Kit-S1 board with optional PS Printer Kit-S1 for PostScript 3 Emulation.
If you have the optional PS kit, you should be able to use the PPD file from Canon (or Generic > PostScript).
If you don't have the PS kit please try the different PCL 6/5e drivers offered under the manufacturer "Generic". Especially try the PCL-6/XL printer with "Foomatic/pxlmono" and the PCL-5e printer with "Foomatic/hpijs-pcl5e".
Which driver gives the best print quality and which the best printing speed and does it offer you all the printing options you need? How do these compare to the original Canon driver?

Should I remove the proprietary driver first?

1) Actually your printer manufacturer needs to provide a openprinting distribution independent driver package as described here: http://www.linux-foundation.org/en/OpenPrinting/WritingAndPackagingPrinterDrivers
This would allow automatic download and installation of the manufacturers printer driver by system-config-printer as already implemented by this specification: https://blueprints.launchpad.net/ubuntu/+spec/printerdriverautodownload since Ubuntu 8.10.
As mentioned the system-config-printer part is implemented and this way we do not need to ship all drivers on the CDs, we are prepared for printers being launched after our release or being supported only by closed-source drivers which we are not allowed to distribute, driver updates, ...
You should ask your manufacturer in this case Canon to provide a distibution independent package that allows their printer driver to be installed automatically on Linux in general (not only Ubuntu).

2) No you can install other printer queues / drivers for your printer next to the existing proprietary to test, setting this part to Incomplete again
