[PATCH] add feature adding not existent user to sm

When i do shared roster in ldap_vcard, if user not connected before they generate in my psi (and pidgin) system message about deleted subscription.

I can use <check-remove-domain> for adding only connected before user, but with these patch (and new config option) system message not generated anymore - user added in sm

I modified your patch a bit:
- changed the name of the config parameter to be more descriptive
- moved the code activating the contact, so it will be force-activated only if it actually was added to roster
