Bug Description
Binary package hint: ubiquity
language packs are installed if a network connection is up, however if the user does not know that he has to enable a network connection (perhaps this should be done in ubiquity) language packs will not be installed giving the impression that ubuntu is much more untranslated than it really is.

This second "embarassing" bug also deserves its tag, I think. I posted my thoughts about this problem in September on ubuntu- devel-discuss, too: https:/ /lists. ubuntu. com/archives/ ubuntu- devel-discuss/ 2007-August/ 001533. html (last part, "Wider Issues").
