Please sync powertop 1.97-2 (main) from Debian sid (main)

Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu changes can be dropped as it's still based on the old tree and not
needed anymore.

This version builds and work on ARM.

  * Imported Upstream version 1.97
  * Correct watch file to point to the correct place
