system menu entry "restart to complete update" is missing

Bug Description
The restart option is missing from the system menu (possibly by design), but after doing a system update I received a notification to restart the system to complete the update but the Usually Restart to complete update option was missing from the system menu.

Similar to Bug #815077
Although by updating via update manager it displays a restart button within the GUI.
