synaptic cannot apply "complete removal" actions

Bug Description

On Natty. To reproduce

1) arrange things so that you have a package on your system that is not installed but for which configuration data is still present (indicated as not installed with residual config in synaptic). For instance remove a package without the "complete removal" action

2) start the synaptic package manager

3) search for said package and select "mark for complete removal"

Expected result:

The "apply" button that is initially grayed out gets activated. Pressing the button the package is purged.

What happens:

The apply button remains grayed out. Unless some other package is marked for installation or removal, the apply button remains inactive.

As a consequence an individual package for which only configuration data is present cannot be purged unless some other action is performed at the same time.

What happens if you manually try to "sudo apt-get purge" the package?
