Plugin configs ('plugin.cnf') are not included in tarbal

Bug Description

A while back we merged in a number of default plugin configs... i.e. plugin/auth_http/plugin.cnf .... however they are not included in the release tarbal(s) because the merge was missing the following in each plugins plugin.ini:

extra_dist=plugin.cnf

Per mtaylor, we should also consider adding something to pandora-build in order to install the plugin configs on 'make install'.

                 named plugin.cnf in the plugin dir and add it to EXTRA_DIST in the generaed plugin.am
