NEON is not enabled for vexpress in linux-linaro-natty

This seems to apply to all versions of the linux linaro-natty tree, up to and including Linux-linaro-2.6.38-1003.4

(Specifically, I'm referring to git://git.linaro.org/ubuntu/linux-linaro-natty.git)

We could either make CONFIG_NEON global (in debian.linaro/config/config.common.ubuntu, as is done for the linux-linaro-oneiric tree) or add it specifically for vexpress, unless there is any specific reason not to enable it. I'm not aware of any reason why it shouldn't be enabled.

NEON is in board config fragment for u8500, vexpress and origen. It is not on for omap4 and mx51.
