Launcher: visual feedback when moving mouse over launcher item is delayed

Bug Description

For example: if I move my mouse over the Firefox logo in my launcher there is a small delay (over half a second I reckon) before "Firefox Web Browser" pops up. This delay is confusing (I assume it's unintentional) and a regression from 11.04

I'm fairly sure this is not a regression in the strict sense. Anyway, adding the design team for feedback, I think this was an intentional change. You'll notice as well that after the first appearance of the tooltip if you move it along the launcher it appears almost instantly.

Yes, it's a duplicate. FWIW I don't agree with the sentiment of this bug - the submitter of bug #687956 makes a good point - why do you need to the tool tip? After even a short time using the system you'll be familar with what the icons are. It just gets in the way. A short delay before displayed is time-honored tooltip behaviour, otherwise we'd have them popping up all over the place.
