README needs additional database installation info

Bug Description

The README in master was recently expanded but continued to include some legacy instructions on the database installation side - which would not lead to a working system in the end

Accordingly, I have pushed a branch that includes changes to the README to enhance the database installation information, as well as addressing a number of other minor issues, and which adds the "starting evergreen" and "connecting to evergreen" sections from the wiki as well.

In addition, one commit addresses an issue in Makefile.install where an incorrect varname was referenced, which would lead to no installed database on Fedora/RHEL/Centos systems.
