make openswan compile with HAVE_STATSD

Bug Description
When trying out the new network-manager plugin for openswan [1], currently being developed by Alexander Dorokhov, one has to manually compile openswan as well in order to change
HAVE_STATSD to true
in Makefile.inc in order to make it work. (Not sure if there is a better way to do this.)
For future testing and adoption of this promising (and much needed) new software, it would be beneficial if this change could be made for the default Ubuntu/Debian package, so that a manual recompile (with the troubles of staying in sync with security updates) is no longer necessary.
