Use taxonomy reference to associate assets and vulnerability functions

Bug Description

We will stop using vulnerability function references and start making use of taxonomy references instead. The vulnerability function to be selected for an asset is the one with the matching taxonomy reference.
This change affects the database schema for risk as well as the risk calculators.

This will also affect the way we sample de loss ratio when considering the vulnerability correlation. Before, we used the structure type label in the exposure model to carry out this task. Now, the structure type label will be replaced for the taxonomy reference and this code should be used to correlate the assets.

This sounds kind of like some of the work we recently did on the NRML 0.3 update. Is this still an issue?
