Millisecond display is incorrect

When you have the time view displaying hours:minutes:seconds:milliseconds it actually displays 1/10000 seconds zero padded to 3 places. If you zoom right in and drag the playhead slowly pass a second mark then you see the three figures change to four when you pass 1/10 second after the mark. We need to decide whether we are showing 3 decimal places or 4 and format accordingly. I vote for 3 and will change the code to format properly unless someone objects.
