'bzr switch --create-branch' opens master branch

Bug Description
When using 'bzr switch --create-branch' or 'bzr branch --switch', it was desirable that the new branch uses Master as its parent location. However, when that change was made, it started opening the master branch. As this is often a remote branch, and we only use that branch to get its URL, we don't need to pay the overhead of an ssh connection, etc.
