Open launcher as drop target only when close to it

Bug Description
Currently, the launcher bar becomes visible as soon as you start a drag operation. This is disturbing and interrupts the user workflow. It might even be confusing for unexperienced users. Therefore, the launcher should only become visible as a drop target, if the drag item is dragged close to it (i.e. the distance it becomes visible when the mouse is close to it anyway).

This is not really clear cut. Perhaps the launcher appearing could be more subtle (like similar to what happens if the cursor is placed in the top left corner where the ghost of the launcher edges out) and then when the user start dragging towards it it would fully appear (with the appropriate drop points highlighted)
