windows opened by events don't get focus

Bug Description
Windows opened from attention events show multiple focus problems.
Examples:
* opening an URL from thunderbird starts firefox in background
* opening an empathy chat window, which starts a new conversation, from indicator menu
Issues:
* window does not appear in window list of alt-tab (static application switcher, next window)
* window does not get focus by clicking any part of the window or its decoration, input fields do not work and input is redirected to some other windows
* application menus do not work (eg. bookmark menus in toolbar in firefox)
* window does appear in (static application switcher, next window/all windows ) and in (scale plugin, window picker for all windows) and gets focus by selecting it

I've found that at least in the case of firefox menus, the events are not lost, but the menu is rendered in the background. Selecting all open windows at least once and minimizing/ maximizing them, restored the correct behavior. This *may* be linked to some java windows workarounds for compiz, but not sure...
