Translations section builds have highest priority in copy builds

Bug Description
We have a rule that assign the score 0 to all package that have section 'translations'. That works fine for normal build, but it means that in COPY archives, these are the highest score builds!
Instead of assigning a fixed score, we should modify the score based on the section name, that will make this change works across all archives type.
