Please sync python-sqlite 1.0.1-8 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The only change in Ubuntu got added into debian:
  * Pass --install-layout=deb to "setup.py install"

Package builds fine, so we can sync this!
