update-manager 0.53.2, which hit repositories today, depends on python2.4 instead of unversioned python.

Seems to depend on python (no version) also python2.4

The problem is that DistUpgrade/dist-upgrade.py still uses python2.4 (#!/usr/bin/python2.4). When changed to #!/usr/bin/python, the package builds correctly without python2.4 dependency.
