Please sync pgpool2 3.0.4-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
No patches made to the code in Ubuntu version.
Newer version in Debian now, so we can sync this!

Package builds fine.
