hr-expense : incmplete handling of canceld and reopened invoices

If an invoice get's canceled the matching hr expense is set to "refused"

nevertheless if this invoice is set to draft and is posted, the hr_expense remains in state refused which IMHO is not correct.

Fix released in revision 5754. Cancelation of an invoice does not cancel anymore the linked expense because this is a special case of exeption that we don't want to treat by default in openerp.
