Bug Description

Additional ":" in any CTCP request reply.

With ircdotnet, [smartirc VERSION reply]: :test
With others,
[DrArcheh VERSION reply]: irssi v0.8.15
[iPoLL VERSION reply]: WeeChat 0.3.4 (Mar 7 2011)

The extra ":" is most likely extraneous in some cases, but should not affect functionality (and is permitted as per the CTCP specification, I believe). If this is actually causing problems in certain usage cases, I can upgrade its priority.
