use "list-add-symbolic"

Bug Description

the new tab button in the tabbar should use "list-add-symbolic" and fallback to "list-add"

With "list-add-symbolic" I have a broken image, and with "list-add" I have the green + back, exactly like with the stock icons.
I use the theme from the dev PPA.

Indeed that is the reason for the intelligent fallback ;) I'm not sure I've added the icon to the theme yet.
