Related bug about Marlin: bug 807411

Basically, we should look at the two possibilities for interaction with Switchboard, and officially decide which one we want to go with:

1.) Users open the app "Switchboard" from the same place as other apps to change their settings. This is similar to how it's done on mobile platforms (iOS and Android both have "Settings" apps along with the other apps).

or

2.) Users access the system settings from some dedicated spot (ex. an item on WingPanel) that is more generic, which opens Switchboard. Users don't care (or possibly even know) that the Switchboard is the app handling their settings.

I guess the title should really be "Decide how users _launch_ Switchboard", right?

And I think the plan has always been to treat it as another normal app as most mobile OSs and OS X do.

In fact, this isn't even a bug for Switchboard. Nothing Switchboard could do would affect this -- it's a pantheon thing.

In fact we've made in clear in our HIG that indicator applets should not be used as app launchers. It is however potentially possible for other apps to launch switchboard (like Midori asking you to check your internet settings).

As a new user, I expected Settings... in same panel where Shutdown is. Like in Ubuntu. See my attachment. I wanted to Report this as bug, but i saw this one.

@Daniel : I understand that you guys don't want to use indicator applets as app launchers but this is not consistent in elementary (also to be honest it is cumbersome if you remove the option to configure stuff from indicator applets). The network indicator applet has an option to edit your network settings and network manager but sound indicator doesn't. Frankly it's a pain to go to switchboard and then access sound settings if you want to quickly manage volumes for individual applications which do not have their own volume controls (like google voice chat). The sound settings should be accessible atleast until an option to access volume mixer is available through volume indicator.
