[MIR] yelp-tools

yelp-tools is a new documentation build system introduced in GNOME to replace gnome-doc-utils. It's used by at least Yelp 3.1 and will be used by more GNOME apps this cycle. So we'll need it in main to build GNOME.

Availability: Both are in universe and successfully build

Rationale: Needed by GNOME 3.1

Security:
 * No CVEs (both very new programs)
 * No daemons or privileged binaries installed.

Quality assurance:
 * No test suites
 * No important bugs
 * yelp-tools bugs: https://bugzilla.gnome.org/buglist.cgi?quicksearch=product%3A%22yelp-tools%22+
 * itstool does not have a bug tracker yet (but it has filed for hosting on fd.o: https://bugs.freedesktop.org/show_bug.cgi?id=37802)

Maintenance:
 * Maintained upstream by GNOME
 * Not in Debian yet, as they aren't on GNOME 3.1 yet. I've made the packages for Ubuntu and am subscribed to both.

UI standards: no UI. Not translatable.
