Allow Workflow to drop mail queue additions

Bug Description

Currently the modifyMailQueue() workflow method allows to modify a mail message before it is being queued, but it doesn not provide any simple means to completely filter out certain messages (as far as i can tell)

proposed change: evaluate the return value of Workflow::modifyMailQueue() in Mail_Queue::add() and ignore queue requests if false is returned from modifyMailQueue()

Did not notive Workflow::shouldEmailAddress() which serves this purpose ...
