The `D' key (vm-decode-mime-message) should be generalized

Bug Description

The `D' key is bound to vm-decode-mime-message, which works only for MIME messages. It would be useful to generalize it beyond MIME decoding. For instance, it could be used for toggling filling for plain text messages. It could be used for toggling inline display of images.
