Bug Description
On Users tab of the System Panel, it is not obvious how an administator could enable or disable user accounts. However, while editing tenants from the Tenants tab, Enabled checkbox is available.

I've added in support to the dashboard to enable and disable users from the syspanel. I've also patched keystone so that you can edit disabled users as well.
