Support dragging a tab out of the window to create a new window or join an existing one

In the last revision, Mario made this bug return, he broke dragging tabs. So it's back to confirmed.

I modified the code using the best way to handle multiple window with Gtk.Applications...I made it for test because I wanted to see if the dragging a tab out of the window was supported. I will revert the new code
