Can't work with ZIP archives containing non-valid utf8 encoded filenames

Bug Description

Descend into a subdirectory of the attached ZIP file and try to open a PDF. It fails for me, claiming:
caution: filename not matched: \?\?bungen IGMO\-B (MuS)/IGMO\-B Folien 02.pdf

Hello Muelli, as of today that seems to work fin here, i'm able to see the IGMO\-B Folien 02.pdf document going trough the other folders, can you still reproduce it?

I can still reproduce it. Have you tried to open a document from within File Roller? It lists then but you cannot view them.

How to reproduce in a Desktop environment (not command line):

- Create a file with a non UTF-8 character in the filename (for example "página.txt")
- Make a zip file from it (right click on it and choose "Compress..")
- Click on the new zip file. It opens with Fille Roller.
- In Fille Roller we can preview the contents of the zip file. We can see "p??gina.txt" instead of "página.txt".
- If we click on the file, it should get decompressed but we get "caution: filename not matched: P\?\?gina.txt"
