Tarball is missing 031_sqlite_{up,down}grade.sql

Spotted by nova-tarball-bzr-delta Jenkins job, as of rev 1237 (multi-nic merge):

The list of files in bzr, but not in the tarball changed:
Lines beginning with - denote files that were either removed from bzr or recently included in the tarball.
Lines beginning with + denote files that were either got added to bzr recently or got removed from the tarball.
+nova/db/sqlalchemy/migrate_repo/versions/031_sqlite_downgrade.sql
