The prerm would stop cups/samba, and fail if that fails. But here cups and samba were apparently running already. How can that happen?

Insufficient information here to diagnose. The attached log only shows the attempt to configure the samba and cups packages, it doesn't show their earlier configuration. davidrsm, do you have older dpkg logs, from before this failure? Do you recall having manually started samba and cups during the upgrade, which would cause this problem?

Note that /lib/init/upstart-job in natty and above correctly implements the policy requirement to return *success* if the job is already running. What version of upstart is installed here?

What do 'status cups' and 'status smbd' return?
