Bug Description
The recent change in the RPC code setting self.exclusive=True on Consumers seems to have caused a problem with the FanoutPublisher. When running compute, the initial fanout publisher is created as expected, but when periodic_tasks() fires and rpc.py tries to create another instance, the following traceback is received:
