"Qsstv cannot be used in Fedora [...], because it is incompatible with either pulseaudio or alsa, so no sound devices can be opened."

qsstv 7.1.7, which is currently in Debian Unstable, uses alsa.

qsstv-7.1.7-1 is due to migrate to Debian Testing in approximately 2 days.

The latest version of qsstv (7.1.7-3) is now available, with native ALSA support; it is the default version available for install in Ubuntu 12.10.

For previous Ubuntu releases, the latest version of qsstv is available from the Ubuntu Hams Updates PPA:
  https://launchpad.net/~ubuntu-hams-updates/+archive/ppa
or from this qsstv-only PPA:
  https://launchpad.net/~kamalmostafa/+archive/qsstv
