apt-get gives numerous "104 connection reset by peer" errors when downloading from behind a proxy

Binary package hint: apt
When behind a transparent proxy, apt-get on both ubuntu 6.06 and 6.10 often fail to download certain files with a "104 connection reset by peer" message. It make take three or four tries to download all files for a successful install/upgrade. also, index files and gpg keys often fail to download with the same message.
