Installation requires "python-dev" package in Ubuntu

Bug Description

Thanks for PyEphem!

Just a minor suggestion: it might be good to mention in the docs that Python's header files need to be installed (e.g. in Ubuntu one needs to install the "python-dev" package, which is not installed by default)

When I tried to run easy_install pyephem without python-dev installed, I got:

Running pyephem-3.7.4.1/setup.py -q bdist_egg --dist-dir /tmp/easy_install-qx6Ydt/pyephem-3.7.4.1/egg-dist-tmp-fJitom
extensions/_libastro.c:3:20: fatal error: Python.h: No such file or directory
compilation terminated.
error: Setup script exited with error: command 'gcc' failed with exit status 1

Thank you! I have added a note to the front page, for people unfamiliar with building Python packages, and the new front page should be released tonight with the new 3.7.5.1 version of PyEphem. Thanks!
