Direct installer's panel is ugly and the icons are hard to see

See the above image for what I'm talking about. I fixed this problem in Jupiter by symlinking a certain file.. The problem is back because egtk has dropped support for the light panel.

Really, though, the panel should be wingpanel, though I'm fairly certain that would require some major Ubiquity hacks.

Well I guess they suffer from the same issue then. :)

Or maybe we shouldn't wait for their fix at all and we should be using wingpanel instead?

I don't see why it would be full-blown. The way Ubiquity does it right now is they use a slimmed down version of gnome-panel. We could do the same -- just don't show the "Apps" button and maybe remove some indicators.

I'm OK with using Wingpanel there now, if there's a setting or parameter to not show the "applications" button.

well, I've hacked wingpanel into Ubiquity, but it doesn't show up. Only pantheon-wallpaper does.
