debootstrap fails trying to install libc6

Bug Description

When, on an oneiric system, I run

    debootstrap --components=main,universe natty natty

I get:

   W: Failure trying to run: chroot /root/natty dpkg --force-depends --install /var/cache/apt/archives/libc6_2.13-0ubuntu13_amd64.deb

Oops, never mind, I see now it appears to be a bug in glibc.

There is a fix in the package for oneiric, but there is no associatd lp bug #, so I assume it wasn't going to be SRUd. Not SRUing it will prevent chroots on an oneiric host (as when debootstraping an older release on oneiric) from installing eglibc.
