When selecting a open application in the launcher, Unity should change to the workspace in which the application occupies more space

Bug Description

Suppose you have an application open. Suppose this application is located in a way that a very small part of its window is in the workspace you are located, and most of it is in another workspace. If you select the application in the launcher, unity won't take you to the workspace in which almost all of the application's window is. This is particularly confusing if the area of the application's windows that is in the current workspace is very small, like only one pixel wide.
To make things worse, Unity considers the shadow of the application as part of its window, so if the window is located at the edge of some workspace adjacent to the one you are working, you cannot change to this application using the launcher.
