language packages with kde help files missing

Bug Description
I was looking for Amarok Italian help file and discovered that i18n language packs (or at least the one which includes the KDE app. amarok's help) are not available in Rosetta.

Right now, language packs are not able to deploy translations for help, just for applications so we are not importing them in Rosetta to prevent waste of time from our translators.
