Visible redraw of all indicator applets upon refresh of weather info

Bug Description

I'm using the weather indicator applet on Natty in a classic gnome session, and I've noticed that whenever the weather indicator refreshes its information, all the indicator applets on the panel are redrawn (visible as a noticable flickering). My panel contains the main gnome menu, workspace switcher, window list, notification area, indicator-weather and indicator-applet-complete (in this order). I've also noticed that the window list expands and contracts when the weather info is updated, as if the indicator removes and then re-adds itself.

We are using this mechanism to avoid a bug with empty label displyed.
Note, that this is fixed in the new vala version of indicator and will be released in Foggy branch
