apply button disabled when only selecting 'not installed (residual config)' packages for removal

Bug Description
When selecting only packages with state 'Not installed (residual config)' for complete removal, the apply button stays disabled.
If I mark any additional package for installation, the button becomes active and all 'complete removal' actions can be done.
