Move system monitor entry to the top of the list

Bug Description
In my opinion, it would make more sense from a UI standpoint, if the system monitor entry would be on top of the list.
Reason:
It would be easier to train muscle memory for opening the system monitor (click - one line down - click), as opposed to now, where one has to move past all the system readings (which are read-only to boot), and find and click the correct entry.
Furthermore, starting the system monitor is _by far_ my most-often used function of that menu.
Preferences are typically only set once, and most of the time the graphs deliver sufficient information that the numerical stats, while a really nice supplemental information(!), don't have to be checked upon by calling the menu.
Do you agree that this would be an improvement?

convinced :-).
If you feel adventurous, you can try to provide a patch. What's needed I think is a change to the menu item order in preferences.ui, and some changes to the timeout callback multiloadindica tor.vala.
