After branches for bug 772754 land. From Danilo: """If someone is already subscribed and listed in the subscribers list at a level other than "receive all", the UI will behave as if their subscription level has been changed to receive all emails; the change will not happen (interestingly enough, "subscribe" AJAX call will succeed, but the level won't be changed)."""
IMO, behavior should be to not change the subscription level, and alert the person trying to subscribe that this is not allowed. Rationale: if I have decided on a per-bug level that I don't want to receive certain notifications, that should be my decision that no one else can make. Subscribing someone who is not subscribed is an invitation: they can unsubscribe or mute. In contrast, changing the explicit subscription of someone else is an override of their own desire, and should not be allowed.
